Ms. Toro has worked in the field of policy formore than 25 years. She has held senior management level positions at variouswidely recognized and leading entities. She currently serves as President andExecutive Director of the What To Expect Project. Prior to beingappointed to her current role, Ms. Toro worked at the U.S. PharmacopeialConvention leading their International Regulatory Policy and Advocacy work andserving as lead expert for global issues - working closely with a range ofstakeholders, including the UN and key multilateral agencies, as well as withthe U.S. Congress, the Administration, and the private sector. She previouslyserved as International Medical Corps’ Senior Advisor, leading all policy andadvocacy efforts across the organization’s programs impacting more than 30countries, on 4 continents and staff and volunteers of over 8,000.
Ms. Toro began her career in Congress servingas Democratic Staff Director at the U.S. House Financial Services CommitteeSubcommittee on Oversight and Investigations, and as Senior Legislative Counselto U.S. Representative Luis V. Gutierrez. In her position at RepresentativeGutierrez’ office, she developed, wrote legislation, and provided legal counselon a comprehensive number of key legislative issues, including new, strategicinitiatives to advance priority issues of significance to the Congressional HispanicCaucus (CHC) – working closely with its members. She also led and developed allappropriations initiatives of the congressional office, including the member’scommitment to improve transit, rail, and economic development. Specifically,Ms. Toro served as the focal point in the member’s work when the ChicagoTransit Authority decided to close down the Douglas Branch of the former BlueLine, serving primarily Latino communities. These efforts culminated withsuccessfully securing $320 million in federal funding to reconstruct Blue Linestops and its full-service reinstatement.
Throughout her career, Ms. Toro has worked ona wide range of issues – with a longstanding career impacting domestic andglobal issues. She received her Juris Doctor from Syracuse University and aMaster of Public Health from the Milken Institute of Public Health at TheGeorge Washington University.
Ms. Toro has earned numerousrecognitions and awards and has served in many leadership roles throughout hercareer. She is a Native Spanish speaker.
